Product-standard boundary
Hot rolled is a manufacturing-route or supply descriptor; it is not a titanium grade or a complete material standard. ASTM B265/B265M covers annealed titanium and titanium-alloy strip, sheet and plate. The order should define the exact revision, grade and UNS, plate form, final condition, thickness, width, length and tolerances, flatness, surface, edge condition and machining allowance. Do not describe material as both merely as-rolled and ASTM B265 annealed without resolving the required final condition.
Inspection and traceability
Confirm grade and heat identity, final condition, chemistry and tensile results, thickness, width, length, flatness, surface and edges, marking, MTC and heat/lot traceability. Ultrasonic testing or other additional examination should be specified with the applicable method, coverage and acceptance criteria rather than requested generically.
Selection boundary
Hot rolled titanium plate is commonly considered for heavier sections, fabrication stock and parts requiring machining allowance, but the manufacturing route alone does not define quality, corrosion resistance or fitness for service. Grade, final condition, surface, dimensional allowance, fabrication route and the component specification control selection.

No. Hot rolled describes part of the manufacturing route. The RFQ must separately identify the titanium grade or UNS, material specification and final condition.
Is hot rolled titanium plate always supplied annealed?
