Is titanium tube the same as titanium pipe?

No. Tube is generally ordered by OD and wall for heat-transfer or precision service; pipe is generally ordered by pipe size and wall/schedule. The governing specification and dimensions must be stated.

Can seamless and welded material be substituted?

Only with purchaser approval after confirming the governing standard, size range, service, design code, fabrication route and required inspection.
